Grammar/Typo updates to Ruby Guide homepage (#21152)

* Grammar/Typo, and a rewrite for final paragraph

This paragraph had a few typos and was a little wordy. I've fixed typos, broken it into two paragraphs, and updated the format a bit so we're saying the same thing with less words.
