added guide for exponents (#24631)

I added formulas for the basic rules of exponents and information about 0^0=? (whether it is 1 or 0).

The nine laws for exponents are:

- x<sup>m</sup> * x<sup>n</sup> = x<sup>m+n</sup>
- x<sup>m</sup> / x<sup>n</sup> = x<sup>m-n</sup>
- (x<sup>m</sup>)<sup>n</sup> = x<sup>m*n</sup>
- (x / y)<sup>2</sup> = x<sup>2</sup> / y<sup>2</sup>
- x<sup>m/n</sup> = <sup>n</sup>√(x<sup>m</sup>)
