Two new tests are skipped because they're buggy. Making some newer random state tests work required implementing the 'compressed return value encoding'. (cherry picked from commit 1b7b2ba2163c7b2b2acc0c4f107951ad873cd8a4)

Do not chagne test files in folders:
- StateTests
- BlockchainTests
- TransactionTests
- VMTests
It is being created by the testFillers which could be found at https://github.com/ethereum/cpp-ethereum/tree/develop/test/libethereum

All files should be of the form:

Arrays are allowed, but don't use them for sets of properties - only use them for data that is clearly a continuous contiguous sequence of values.
