Move BankCommitmentCache to solana_runtime (#10816)

* Remove Blockstore member variable from BlockCommitmentCache

* Hoist is_confirmed_rooted() to its only caller

BlockCommitmentCache no longer depends on Blockstore

* Move BlockCommitmentCache to solana_runtime
