* signal to upsert whether reclaims are important

* reclaims_must_be_empty -> previous_slot_entry_was_cached

* UPSERT_RECLAIMS_MUST_BE_EMPTY_FALSE -> UPSERT_PREVIOUS_SLOT_ENTRY_WAS_CACHED_FALSE
