Deprecate "confirmed" RpcClient methods (#16520)

* Remove obsolete client methods

* Deprecate GetConfirmed client methods

* Rename Confirmed config structs, with appropriate deprecation

* Fixup client apps

* Map RpcRequest to deprecated when targeting older nodes
