Add CLI args for incremental snapshots (#19694) ...

Add `--incremental-snapshots` flag to enable incremental snapshots.
This will allow setting `--full-snapshot-interval-slots` and
`--incremental-snapshot-interval-slots`.

Also added `--maximum-incremental-snapshots-to-retain`.
